新版GB1589征求意見稿自發布以來，就受到各方的密切關注。作為汽車行業的第一大法，GB1589對汽車生產和運輸的重要性不言而喻。新版GB1589是根據目前運輸和生產情況的現狀做的一次全方位的修訂，相比以往，新標準在車長、車寬及新車型的推廣方面有了長足的進步，但也有一些質疑聲音襲來，尤其在轎運車行業反響極大。
記者收集多家轎運車運輸企業最迫切想了解問題，并邀請全國汽車標準化委員會專用車分標委秘書長吳躍玲對問題予以一一解答。
新版GB1589什么時候開始執行？
吳躍玲：對于GB1589這么重要的標準，并不是一兩個部委制定的，而是需要很多部委一起協商討論的�，F在國標委對所有的強制性標準有個要求：強制性標準即使在征求意見時已經接到與之相關部委的公函，在最后上交報批稿時還需各個部委再次出具公函，確認對該標準無異議才能最終發布。所以說每個標準的修訂以及實施時間都需要慎之又慎。
正因為如此，作為汽車行業的基本大法，GB1589涉及到很多部委的協調，所以具體的執行時間也存在著很多不確定的因素。按照原定的計劃，2015年12月22日，GB1589舉行標準審查會，按照強制性標準的流程，報批稿完成后，作為WTO的成員國，我們還需要向WTO成員國通報，可能還需要一定的時間。關于標準執行問題，在標準審查會的時候也討論了下，對于已定型的新生產車和新定型的車，都是在標準批準后半年實施。
為什么要對GB1589重新修訂？
吳躍玲：GB1589的修訂最主要的因為是車輛運輸車（轎運車）。在此之前，全國汽車標準化委員會已經收到了很多次全國人大代表的提案，要求治理車輛運輸車（轎運車），幾乎每一屆的人大代表都有涉及車輛運輸車（轎運車）的提案。正是在這種背景下，各部委開始啟動對GB1589的修訂，其他的專用車如油田車、沙漠車和清障車等因此受惠。我們希望在GB1589修訂的時候能夠把專用車相關的問題一并解決。
GB1589對轎運車做了哪些修訂？下一步的計劃是什么？
吳躍玲：修訂后的GB1589對轎運車有以下幾個變化：車寬由2.5米修訂為2.55米，增加了中置軸掛車；半掛車車長限值統一為13.75米，中置軸車輛運輸列車車長限值為22米。
至于轎運車的治理，今年年初，交通運輸部運輸服務司貨運與物流管理處處長戰榆林通報了2016年交通運輸部貨運物流管理工作的情況，其中多條涉及轎運車。2016年，交通運輸部將重點對車輛運輸車、17.5米低平板半掛車和超長廂式車、常壓液體危險貨物罐車三種車型進行標準化治理；具體實施細節上，包括：疏堵結合，嚴把增量、擠壓存量；全國一盤棋，部門齊抓共管；標準引領，推廣新車型使用；優化組織，促進多式聯運發展。
同時重點開展車輛運輸車（轎運車）的治理工作，采取分步走的治理思路：首先將取締雙排轎運車，將雙排運輸車改為單排運輸，其次解決雙排運輸車因超寬影響視線帶來的道路安全隱患，接下來將通過對市場存量汽車的治理，以及對新增車型的限制，實現逐步淘汰。同時，重點推廣中置軸車輛運輸車。
